The DC marriage bureau want one of the following documents from each of you to serve as identification: current US issued drivers license, learners permit, military ID, passport (if you don’t have a social security number) or permanent resident card (green card); a complete DC marriage license application, and $45. Well behaved pets are welcomed, but that decision is made by the venue you use.

If I wanted to elope in Maryland or Virginia, can the DC marriage license be used there?
No. You would have to secure a marriage license in the state or county in which the elopement takes place.
What if you can’t provide the services?
Subcontracting officiants would be contacted, but you are welcome to find your own or self-officiate.
